Franklin officials and a local business that bills itself as "The Midwest's Premier Gentlemen's Club" are at odds over a 30-foot-tall billboard that the strip club wants to put on South 27th Street.On The Border, 10741 S. 27th St., wants to erect the billboard to face traffic on Interstate 94.
