Or at least they might as well have, for they have proposed the most Draconian law that seems possible short of that intended goal:

The City Council is considering a proposal that would ban cigarette smoking on sidewalks, apartment buildings, the company car and even your own home, if a neighbor complains. Police are beefing up security in what is expected to be a contentious gathering.

That's right... even your own home!  I wonder what will come next... will they ban transfat from your kitchen if your neighbor complains about your weight?  What happened to the sanctity of your own home?
