There's some interesting stories coming out of L.A., where LAPD Chief William Bratton is being accused of artificially keeping crime statistics down by encouraging police reports not to be filed.  He's accused of doing the same thing in New York too by the way.  In essence, middle managers in the police force are encouraged to cook the books to make the statistics look good.  Both Charlie and Jessica seemed to be willing to trade sexual favors for him to become Chief in Milwaukee.  But is this really the type of crime reduction that we want in Milwaukee?
