Thank God we had all the reports before the election so the voters could make an informed choice about the Governor's race... oh wait... never mind:

A report made public today identifies a $1.6 billion gap between what state officials say they need to run their agencies over the next two years and what taxes and other revenues will bring in over that period.

The new report came two weeks after the Democratic governor was re-elected in a campaign in which the size of the deficit was often debated.

During the campaign, Republican gubernatorial candidate Mark Green accused Doyle of mismanaging the budget and creating a future deficit. Reacting to the new deficit estimate, Green campaign manager Mark Graul said, "I could have sworn Governor Doyle told us there wasn't a deficit."

Are there any other agencies that have a report that they "accidentally" held on to for too long?

That may be true Sean... but there is something to be said for an "official" sounding report from a government body. When someone running for office says it, it lacks credibility from the start. When you hear it from a gov't agency, it suddenly sounds more true to a voter. Scary that this is true... that people would put that much faith in a gov't agency... but it's true. Just look at how many liberals do it.
