The 23 cows Karl Kopp intends to install at the rear of his custard stand are art, not advertising, the Glendale Board of Appeals decided Wednesday night.Kopp had maintained that the life-sized fiberglass cows that he wanted to install were art while city officials said they were advertising. City officials had refused to issue a permit allowing the herd to call Kopp's corner of Glendale home during the dispute.After a hearing that lasted almost two hours, the board sided with Kopp, and the artsy herd will soon be installed at the foot of the freeway embankment behind Kopp's Frozen Custard stand at 5373 N. Port Washington Road.
