Jim Doyle has sent his proposed budget to the legislature. I would go into detail... but Boots & Sabers has done a much better job of covering it.

It includes a tax increase which is not a tax increase... a spending freeze that only works if you subsidize local government even more... and finally raids several funds for purposes far different than what they were intended for. And oh yeah... if the legislature doesn't pass it verbatim, he promises to veto it. Jim buddy... the power is supposed to be in the legislature. You know... that whole representative government thing?
